Bauckhage: Labour market effects much higher than expected /

"The positive labour market effects created by Frankfurt-Hahn Airport are much higher than previously assumed: in 2003 alone, operations at and around the airport led to the creation of more than 8,000 jobs, around 6,500 of which were here in the state," said Hans-Artur Bauckhage, Minister for Economic Affairs of the federal state of Rhineland-Palatinate, on the occasion of the presentation of a Study by the Institute of Aerospace Law and Business (ZFL) of Trier Technical College/Birkenfeld Environmental Campus in Mainz. The production value of around €650 million and gross value added of €328 million were also mentioned.


"The study proves conclusively that the state government’s strategy in the most important conversion project in Rhineland-Palatinate was and is correct," said the Minister. He also emphasised that the state would systematically continue to develop the infrastructure at Frankfurt-Hahn Airport and work towards improving the peripheral infrastructure. The Minister said that additional impetus would be provided by the fact that the German Federal Transport Ministry had decided on 14 April 2005 to create an airport system between Frankfurt am Main Airport and Frankfurt-Hahn Airport. "We will ensure that Frankfurt-Hahn continues in future to be the driving-force behind employment and incomes in the region and the federal state of Rhineland-Palatinate," said Bauckhage.

The authors of the Study, Prof. Dr. Richard Klophaus, Prof. Dr. Kai Heuer and Prof. Dr. Thorsten Schaper from Trier Technical College, explained the figures and the methodology.

According to the study, the decisive factors for a successful low-cost passenger and cargo airport are a good airport infrastructure, free capacities for flight movements and passenger clearance, a range of services matching the demands of low-cost airlines, e.g. low landing and clearance charges, short turnaround times for aircraft on the ground, proximity of the airport to large metropolitan areas, and good access for traffic to and from the airport. Other decisive factors include approval for 24-hour operations and a good cargo service. According to the Study authors, Frankfurt-Hahn Airport already satisfies these conditions or is working towards this goal. “The rapid growth in passenger and cargo volume is proof of the successful orientation of the business model of Flughafen Frankfurt-Hahn GmbH”, added the authors.

In accordance with the methodology of the Airports Council International (ACI Europe/York Aviation 2004), the study authors classified the employment and income effects of the operation and extension of Frankfurt-Hahn Airport in four categories: direct effects on the companies and authorities operating at the airport itself, indirect effects due to services and investments of contractors outside the site of the airport, induced effects due to the “spent” incomes of all the employees and self-employed persons, and catalysed effects due to the increased attractiveness of a location for entrepreneurs and tourists.

The experts predicted that the market environment for Frankfurt-Hahn Airport would develop positively in future. Low-cost airlines could expect annual growth rates of 8.7% in Western Europe. According to the experts, the winners in the process of consolidation among low-cost airlines will include Ryanair, the cost leader. It is also forecast that the volume of air cargo services will increase on average by 5.8% per annum over the next 20 years.

According to Stefano Wulf, General Manager of Flughafen Frankfurt-Hahn GmbH, the study is all “grist to the mill” for the expansion efforts. "In close cooperation with our partners – the federal state of Rhineland-Palatinate, Fraport AG and, since 1 January 2005, the federal state of Hesse -, we will quickly proceed with the extension of the main runway to 3,800 metres, the extensions of the parallel and taxi runways, and the increase in the apron areas to 14 clearance positions," said Wulf. He took this opportunity to refer to the completion of the intermediate terminal. His conclusion: "We are prepared for the future."
